Employee Parking/Vehicle Registration

The Potomac State College Police Department is responsible for development and enforcement of traffic and parking regulations under the authority vested in the University by West Virginia Code, Chapter 18B, Article 4, Section 6. In addition to these regulations, all applicable state laws will be enforced on campus. The regulations were formulated after consultation with faculty, staff, and students and are subject to approval by the Campus Provost. Campus Police officers and parking control attendants will enforce the provisions of this document.

Potomac State College reserves the right to change these rules as the need arises. Official changes will be published in PSC E-News, WVU Portal, and widely disseminated by other means. Faculty, staff, and students are expected to know and comply fully with current regulations.


Between 5:00 a.m. and 5:00 p.m., every motor vehicle, including motorcycles, driven and parked anywhere on campus by a student or college employee must display a current parking permit. At the time of vehicle registration, a fee of $100 will be charged and a permit will be issued. No refunds will be issued for parking permits. Lost or stolen permits must be replaced at full purchase price. The plastic hang tag permit is valid for any vehicle registered in your name, and it should be hung on the rear view mirror. Emeritus faculty will be issued a faculty permit free of charge upon application.


Visitors to campus must park in the clearly designated spaces on Campus Drive near the Administration Building. Temporary visitor permits will be issued at the Campus Police Office, Student Experience Office, Business Office, Maintenance Office, the Office of the Campus President, and the College Library. Only visitor permits issued from these areas will be honored. If any office or department is planning an event that will bring several visitors’ vehicles to campus on a given day, additional visitors’ parking spaces may be reserved for that day by calling the Campus Police Office at least 72 hours in advance.


Standard blue signs currently identify handicapped parking spaces. Such spaces are reserved strictly for vehicles bearing handicapped license plates or identification as verified by other states. Any vehicle parking in a handicapped space without official handicap certification displayed on the vehicle will be subject to a fine up to $500 and will be towed at the owner’s expense (WV Code 17C-13-6 Amended). Clearly identified handicapped parking spaces can be found in the following areas:

Campus Drive circle @ Academy Hall – 3

Science Hall @ front – 2

Disability Services Office @ Library, lower level – 2

Administration Building @ rear lot – 2

Lough Gymnasium – 1

Lower Gymnasium parking lot – 2

Church-McKee Arts Center – 3 

Temporary handicapped permits will be issued at the Campus Police Office upon official documentation of the handicap.




Any vehicle with a valid PSC parking permit (residence hall students, commuter students, or PSC staff) may park in any of the following locations. These lots are identified by signage with blue background:

Any college parking lot to the west of A Street except as otherwise noted – these include:

  • Paved parking lot between the University Police Department offices and the  Maintenance building (A-1)
  • Paved parking lot behind the Enrollment Services building (A-2)
  • Paved parking lot adjacent to the women’s softball field and Stayman  Field (A-3)
  • Paved parking lot on the south side (left) of the Church-McKee Arts  Center (A-5)
  • Gravel parking lot behind Catamount Place (A-6)
  • Paved parking lot beside Ag Tech Building/Hospitality Kitchen (A-7)

Parked vehicles must display a valid parking permit.


Staff only parking is available in the following locations and is designated by signage with gray background:

  • AdministrationBuilding, side and back (S-1)
  • Academy Hall, side and back (S-2)
  • Science Hall, back (S-3)
  • Behind house at Gymnasium (S-4)
  • Lower Gymnasium parking lot (beside stone building, old basketball court) as designated by signage (C-5) (one section of lot C-5 is designated by signage for kitchen staff parking)
  • Arts Wing side of the Church-McKee Arts Center, designated spots
  • PSC Maintenance parking lot, front and side (S-5)        

Parked vehicles must display a valid staff parking permit.

If a son or daughter or other dependent of an employee, who is a student, uses the employee’s permitted vehicle on campus, the regulations governing student permits will apply. The student cannot park in staff permit areas.


All parking lots and spaces located campus-wide are designated parking permit areas. Vehicles parked on Potomac State College property must display a valid PSC parking permit.

Vehicles parked at the upper and lower college farms must also display a valid PSC parking permit.


Parking on city streets surrounding the College (upper James Street, south side of State Street, south side of Arnold Street, west side of A Street, east and west sides of B Street, north side of Fort Avenue, east side of Spring Street, and east and west sides of Orchard Street as designated) is permitted from 7:00 a.m. to 4:00 p.m. Monday through Friday and anytime on weekends and holidays. These areas are designated by signage as residential (homeowner only) parking only from 4:00 p.m. to 7:00 a.m. Monday through Friday. NOTE: Violators will be ticketed and towed by the City of Keyser.


The campus is patrolled 24 hours per day by Campus Police officers. Regulations are enforced from 5:00 a.m. to 5:00 p.m. (some are enforced 24 hours per day; i.e., handicapped parking, yellow lines, or parking in a fire lane).


From 5:00 p.m. Friday through 12:00 a.m. (midnight) Monday, an open parking policy will be in effect. Vehicles with a valid permit can park in any college parking area without being ticketed. Students will be allowed to park on Campus Drive, in the commuter lot at the west end of Science Hall, and in the Gymnasium lot without being ticketed. After 12:00 a.m. (midnight) on Monday, regular parking regulations will be enforced. Handicapped parking, parking on yellow lines, and parking in fire lanes will continue to be enforced.


Overnight parking is allowed in any blue “A” lot at any time. From 5:00 p.m. to 12:00 a.m. (midnight) Monday through Friday, students will be allowed to park on Campus Drive, in the commuter lot at the west end of Science Hall, and in the Gymnasium lot without being ticketed.


Vehicles in violation of Potomac State College parking regulations and those which are obstructing the safe flow of traffic will be towed and stored at the owner’s expense. Vehicles that are towed will not be released from storage until all outstanding parking tickets, plus towing and storage fees, are paid in full. (Also see towing note related to Section G.)



  • Parking on campus without a valid permit
  • Parking in areas other than those for which a particular permit is valid
  • Failure to display a current permit


  • Parking beside yellow curbing or in areas where “No Parking” signs are posted
  • Parking in areas marked “Loading Zones”
  • Parking that blocks any pedestrian crosswalk
  • Parking on sidewalks, grass, or in any other area not designated for vehicular use
  • Blocking other parked vehicles or blocking any roadway on campus
  • Parking registered vehicles with permits in visitor or handicapped spaces
  • Failure to park within marked spaces on lots or roads
  • Other flagrant parking violations


Please be advised that West Virginia Code WV 18B-4-6, Section G, allows West Virginia University and its regional campuses to tow vehicles after three parking tickets.
